Plugin Scanning Improvements

Build 2003 will include some improvements to plugin scanning. Besides the most obvious enhancement of a new dialog for selecting plugins to ignore, there's a number of internal improvements to make the scanning more reliable. Also, the plugin info is now saved specifically to v2.0 (not shared with 1.2) and misc changes to the file format.
